If the Slicer is infact, faster than a Rifter or whatever is the racial equivelant, then we can throw the slow thin out of the water.
If it isn't, well by how much, and what is it's base hull's modifications to accomodate for being slower and still be a scout?
I'm imagining it is something like a bonus to MWD modules(Kincats) and has better resistances, rather than having merely more HP.
Yes, the slicer is significantly faster than practically any other frigate hull - it travels at about 4.5km/sec. In fact it's faster than the amarr interceptors (one of which is outright the fastest interceptor in the game). The firetail (minmatar faction frig) doesn't beat the slicer for speed and the crusader (the 'fast' amarr interceptor) only hits about 4.2km/sec.
To my knowledge the *only* frigate that is faster than a slicer is a dramiel (angel cartel pirate faction frig) which used to be able to get absolutely batshit speeds (we're talking 9.8km/second it was the fastest frigate hull period).
The other thing about eve is that while most amarr ships are inherently 'slower' than other ships (aside from caldari), they have higher innate mass ratings, so lets say a minmatar ship has a mass of 4 and an amarr ship has a mass of 20 (and convert it out into 1 mass = 1million kg) the minmatar ship might go 20-120m/sec faster than the amarr ship, but if you toss an armor plate with a mass of 2 on each, the minmatar ship takes a much larger hit to its speed because its thrusters now have to deal with 50% more total mass, where the amarr ship only added 10% to its total so they don't have their speed reduced by as much.
As an inherent bonus, the amarr scout should receive a 10-15% reduction to the speed penalties associated with armor plates per level (so a 50 to 75 percent reduction to speed penalties).
